Benchmarking and Research
To inform its strategic perspective, the Flexible Learning Advisory Group (FLAG) plans and commissions benchmarking and research that measures the impact of e-learning, and guides policy advice for the vocational education and training (VET) sector. A key example is the annual benchmarking survey undertaken by the Australian Flexible Learning Framework (Framework) which maps progress over time regarding the uptake of e-learning by training providers, the barriers to uptake, and the attitudes of providers, teachers and students to e-learning in VET.
FLAG, through the Framework’s Leadership Program, conducts benchmarking and research that ensures Framework activities and policies are influenced by the latest evidence-based research findings, and the most innovative thinking and technology.
FLAG also participates in international research examining the contribution of the VET sector in Australia compared to international performance. In April 2008, Australia hosted an international research team from the OECD undertaking a comparative study of VET across 14 countries. The study included the Framework as one of three Australian case studies of innovation in the VET sector, and commended the Framework for supporting e-learning innovation, leadership and collaboration in the national training system.
The case study found that the Framework was successfully investing in e-learning to actively respond to challenges in the VET system, and it commended the its support of e-learning innovation, leadership and collaboration in the national training system. The study also acknowledged the Framework’s ability to maximise national cooperation while continuing to recognise state and territory autonomy in e-learning.
