Strategic Implementation of ICT - The Australian Flexible Learning Framework
The Flexible Learning Advisory Group (FLAG) achieves the strategic implementation of information communication and technology (ICT) through its leadership and management of three successive Australian Flexible Learning Framework Strategies (2000–2004, 2005–2007 and 2008–2011). These national e-learning Strategies have provided the vocational education and training (VET) system with the essential e-learning infrastructure and expertise needed to respond to the challenges of a modern economy and the training needs of Australian businesses and workers.
The Australian Flexible Learning Framework Strategy
In 1999, the Australian Government and all states and territories agreed to work together nationally to advance the use of e-learning in VET as a response to information and communication technology (ICT) developments in workplaces and society. E-learning refers to the use of ICT in the delivery of education and training whether on campus, in the workplace, home or community.

The 2000-2004 Australian Flexible Learning Framework Strategy (Framework) collaboratively planned and managed by FLAG, was launched with a government investment of $15 million per annum to develop the VET sector’s e-learning capability and supporting infrastructure. Through this and two subsequent strategies, the Framework has worked to actively progress the use of e-learning in training programs across Australia. In 2009, the Framework continues the same national, collaborative approach that has returned maximum benefits to states and territories and the national training system to date.
